This was not present on a master build from Thursday evening but is on one from Friday evening.

STR :
 - open a web page
 - scroll down or up

Expected:
 content scrolls smoothly

Actual:
 content jumps under the finger

Reproduced at least on Z3 Compact.

Attached is logcat while the issue was just reproduced.

[Blocking Requested - why for this release]: Web content is not browsable is sane conditions. The regression is recent, let's find the cause and backout ...

I also reproed with b2gdroid running on other devices.

Exemple of test pages: http://mobile.lemonde.fr, any instagram picture page.
One more thing: flings are ok in my tests. What fails is when you keep the finger on screen to pan up and down.

Kats, has anything landed recently around that?

Maybe regressed by bug 1169690.

Please try backing out bug 1169690 before doing a regression window to save time.

Reverted locally, works much better ...

For me backing out bug 1169690 locally doesn't fix the issue.
That didn't fix it on b2gdroid either.
I also tested this, and while I see the jumping issue, backing out bug 1169690 doesn't fix it for me, either. It looks like something else caused the regression.

(Also, it would be very surprising if bug 1169690 had anything to do with this: it should affect nothing but fling acceleration.)

Maybe bug 1162064?
Looks like it. Inbound range came down to https://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=4ed228a6c759&tochange=227d356ac030

Out of curiosity do know what is asking for a TabChild's APZ status without it having a pres shell? (Does that just mean it hasn't been fully initialized yet, or it has been torn down?)
