We need a mock and assets for the empty state of the Synced Tabs panel. That is, we should show some prompting for the case when there is a Firefox Account, in good health, but there are no clients (or perhaps no tabs) to display. On Android, this shows a "Your tabs from other devices appear here". Perhaps we can also show a hint about sending tabs to other devices? Or anticipate *incoming* tabs from other devices?
